3. REGULATORY REQUIREMENT. The Contractor shall certify that the product offered shall contain a minimum of 5% post-consumer recovered material in accordance with 40 CFR, Part 250. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.

4. QUALITY ASSURANCE PROVISIONS.

4.1 Product Conformance. The products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specification, standards and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.

4.2 Testing. Testing shall be conducted in accordance with the referenced tests in the Commercial Item Description to demonstrate consistency in product functionality, Durability, and performance expectation. (Note: See TAPPI T400 for specific Sampling instructions and acceptance criteria.)

4.3 Quality Assurance Provisions. Sampling for examination and tests shall be performed in accordance with ANSI Z1.4 using the plans specified in Table I. For the purposes of sampling, a lot shall consist of all waxed wrapping paper of one type and size submitted for inspection at one time. Lot size for examination of dimensional and workmanship characteristics shall be expressed in units of waxed wrapping paper. Lot size for testing shall be expressed on units of packaging. The sample unit for workmanship/dimensions shall be one waxed wrapping paper. The sample unit for testing shall be one package.

5. PACKAGING, PACKING, LABELING, AND MARKING. Packaging, packing, labeling, and marking shall be specified in the contract or order.
