3.2 Fire resistance shall be tested in accordance with TAPPI T 461. The flaming time, glowing, time, and char length shall not exceed the values listed in Table 2.

3.3 The paper shall be furnished in rolls or sheets of the dimensions specified in the ordering data.
Dimensional tolerances shall be as follows:
Rolls- + 3.18 millimeters (1/8 inch) in width and shall not be less than the length specified.
Sheets- + 3.18 millimeters in length and width
3.4 The words “FIRE RESISTANT (NOT FOR FOOD SERVICE USE)”, in caps not less than 2.54 centimeters (1 inch) high, shall be printed in a bright contrasting color along the entire length, not closer than 15.24 centimeters (6 inches) from the edge on at least one side of the paper. Fire resistant treated statement shall be repeated with not more than 30.48 centimeters (12 inches) of space between the end of one phase and the beginning of the next.
3.5 Workmanship. The paper shall be uniform and free from any defects which may adversely affect its appearance or utility for the purpose intended.
4. REGULATORY REQUIREMENT. The contractor shall certify that the product offered shall contain a minimum of 5% post-consumer recovered material in accordance with 40 CFR, Part 250. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.

5. QUALITY ASSURANCE PROVISIONS
5.1 Product conformance. The products provided shall meet the salient characteristics of this commercial item description. The quality of the product sold to the government shall be equal to or better than the Quality of the product sold by the manufacturer in the commercial market. The government reserves the right to require proof of such conformance.
5.2 Testing. Testing shall be conducted in accordance with the referenced tests in the Commercial Item Description to demonstrate consistency in product functionality, durability, and performance expectation. (Note: See TAPPI T400 for specific sampling instructions and acceptance criteria).
6. PACKAGING, PACKING, LABELING AND MARKING. Packaging, packing, labeling, and marking shall be as specified in the contract or order.
