Low tensile strength filler material shall have an average tensile strength of not less than 0.25 pounds per square inch in the weakest direction when tested in accordance with the tensile strength below.
High tensile strength wrapping material shall have an average tensile strength of not less than 1.50 pounds per square inch in the weakest direction when tested in accordance with the tensile strength below.
Tensile strength.
Place a 4-inch square (+ 1/8-inch) sample between two clamps which are 2 inches apart. The clamps shall have flat faces, a width of at least 4 inches and shall exert uniform pressure. The tensile strength shall be determined by using a universal testing machine or by suspending one clamp to a stationary support and adding weights to the other clamps until the material breaks or tears. The test shall be repeated to provide tensile strength values for the machine direction and cross direction of the material. The tensile strength shall be calculated as follows:

Workmanship. The cushioning material shall be clean and free from defects which might affect serviceability.
Inspection of the end item. Random samples shall be drawn from each lot for the end item inspection. Sampling shall be in accordance with MIL-STD-105.
A. Examination for construction, dimensions and workmanship. The inspection level shall be S-2 with an acceptable quality level (AQL) of 4.0 percent defective.
B. Testing. Use level S-2 with an AQL of 4.0 percent defective. A sample unit of 9 square feet shall be drawn from any one shipping container.
Regulatory requirements. In accordance with section 23.403 of the Federal Acquisition Regulations, the Government’s policy is to acquire items composed of the highest percentage of recovered materials practicable, consistent with maintaining a satisfactory level of competition without adversely affecting performance requirements or exposing suppliers’ employees to undue hazards from the recovered materials.
Preservation, packaging, packing, labeling, and marking. Preservation, packaging, packing, labeling, and marking shall be as specified in the contract or order. (For use by GSA; optional for other agencies) DOD may use Commercial Packaging, Standard ASTM D3951.
