COMMERCIAL ITEM DESCRIPTION
CUSHIONING MATERIAL, PLASTIC, OPEN CELL (FOR PACKAGING APPLICATIONS)
The General Services Administration has authorized the use of this
Commercial Item Description in lieu of Federal Specification PPP-C-1842.
This description covers plastic open cell cushioning material for use within packages to protect the contents against damage due to shock, vibration, concentrated forces, and abrassion.
Salient characteristics:
The cushioning material shall be constructed of one or a composite of two or more sheets of plastic film, formed into a network of uniformly distributed open cells.
A facing or reinforcing top film, 1/2 to 2 mil. Thick, shall be securely heat sealed to the cell crowns, when required.
The cushioning material shall be transparent, heat, sealable, and shall remain flexible at low temperatures. The material shall be non-abrassive and non-corrosive.
When required, the material shall be electrostatic free when tested by method 4046 of Fed.Std.No.101. The material shall2 have a 2-second (maximum) decay time. Electrostatic cushioning material supplied under this CID shall be colored pink.
The material shall not exhibit more than percent creep when tested in accordance with ASTM D 2221.
The issue of each federal standard and ASTM test method in effect on the date of the solicitation shall be used to determine compliance with these requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices, and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall uti;ize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The cushioning material shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be in accordance with the contract or order.

Note: Purchaser should specify form (roll, perforated rolls, or sheets) dimensions, whether a facing is required, and whether antistatic material is required.
