COMMERCIAL ITEM DESCRIPTION
STAY, METAL, PAPERBOARD BOX
The General Services Administration has authorized the use of this commercial item description in lieu of Federal Specification PPP-B-665.
This commercial item description covers requirements for metal stays used in the assembly of paperboard boxes.
Salient characteristics:
Metal stays shall be manufactured of cold rolled steel with a hardness of B – 83 to 87 Superficial Rockwell 15T scale. The stay shall be 5/8 inch in with, .0066 + .0005 in thickness, having 14-four prong eyelets within a length of 1-3/16 inch.
Stays shall be coated on one side with an enamel color as specified, over phosphate. The coating shall have a 7H pencil hardness when, as specified in ASTM D 3363.
The issue of the ASTM test method in effect on the date of the solicitation shall be used to determine compliance with this requirement.
The steel shall be capable of three 180O bends at 180o across the length and 1- 180o bend with the length without fracturing.
Stay shall be suitable for use with paperboard of 0.06 to 0.09 inch thickness.
Workmanship. Stay shall be manufactured in accordance with good commercial practice, free from imperfections which may affect their utility.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description, and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices, and is the same product sold in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The items shall be packaged in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
Notes. Purchaser shall specify color of stays and length of roll.
